Commissioner:
The Commissioner shall be Jude Plante until such time as he chooses to relinquish his duties. The Commissioner's duties include, but are not limited to: establishing deadlines, disseminating league information (I.E. standings, trades, draft choices, etc); awarding free agents; determining any warnings or fines to be levied; informing the league membership or fines and warnings, etc.); conducting the AFL Draft; identifying, screening and determining potential new members; reviewing rule changes/challenges; compilation, distribution and tabulation of the rule change/challenge ballots; maintaining and distributing the league's rules and regulations; and naming of the trade committee members(if needed). Decisions by the Commissioner on all league matters is final. The Commissioner also reserves the right to delegate any of the above tasks or any future agreed to task to another selected league member at any time.
Statistician:
The Statistician's responsibilities include, but are not limited to: Compiling a "master file" for the season's play: Accumulating statistics, compiling league leaders lists, distributing information; establishing all-time statistical categories and ensuring league membership is in compliance and informing the commissioner of any tardiness on part of league membership. The statistician shall be appointed by the commissioner for an undetermined duration. Will issue a weekly file to be use for game play.
Membership:
Additional members shall be added on a "need" basis and be decided by the commissioner. The league shall consist of (28) teams, each team will be owned by a separate league member. Teams shall take the names of the remaining NFL teams minus the two above listed teams and the league shall be divided into two (2) conferences and six (6) divisions.
Schedule:
The league shall play a schedule comprised of sixteen (16) games. The schedule will be created by the commissioner or his designee. Currently, this site is used to create the league schedule: http://www.justissports.net/data/schedgen/
Limitations:
The only limitation in AFL play is that a player is confined to playing only the position the game rates him in. A player can play out of position only when all other rated players at that position are unable to play due to injury. If a player is injured for more than the remainder of a game (I.E. 1 or more games beginning with the next week of play) a team may place the injured player on an injured list (injured player will remain on the team's roster) and select another player from the free agents list. The free agents must be placed back into the free agents pool when the previously injured player in again healthy. If a player is injured for the remainder of the season, the player selected from the free agent pool can be added to the team's roster for the remainder of the season, but at season's end, he must be placed back into the free agent pool making him eligible in the June player draft. All free agent pick-ups are granted on a first come, first serve basis. All request are posted to yahoo groups and CC to the Commissioner.
Stadiums:
Teams will use the current (real life) stadium for their NFL team. The Home Field Advantage will be set at two (3) for each team.
Game Results/Statistics:
Each owner/coach shall be responsible for submitting game results and statistics to the league via the league's groups email by 1159p Eastern Standard Time every Monday night during the regular season. Times and dates can only be altered by the commissioner or his designee. Each game file must be sent to the yahoo groups page by the above listed time. The file, if it is determined that the file may post late due to technical problems with the AFL's yahoo groups page, the file can be emailed to the league's file manager (statistician) and CC to the commissioner and yahoo groups.
Additions/changes/deletions to the AFL rules and regulations:
Members can bring up for debate any change to current rules at any time. If the Commissioner deems it appropriate he can bring any rule change to a vote in the off season. Simple majority is required for any changed or added rule with a minimum of 20 owners voting. The Commissioner also reserves the right to make unilateral changes in rules if he deems it necessary for the good of the AFL.
Trades:
For a trade to become effective, all teams involved in a trade must report the trade to the commissioner and post it to yahoo groups. Trades may only involve players or draft choices. At all times, teams must have in their possession, 2 picks in the first 6 rounds with one of those being a pick in the first 3 rounds. They do not have to be their original pick(s) but each team must have the above at all times. The draft choices can only be for the upcoming AFL Draft. All clubs must be below roster limitations when the trade is reported to the commissioner.
All trades that any league member deems as suspect, can be reviewed by the Commissioner and voided at his discretion if he deems the trade not in the best interest of the league.
Trading shall be permitted from the conclusion of the AFL Super Bowl until the conclusion of week six (8) of the AFL season.
AFL Draft:
On a date in April of each year, the AFL Draft will commence via a process to be determined by the commissioner. If the draft isn't completed by July 31, the commissioner shall designate a "draft weekend" in which the draft will be completed via a process to be determined by the commissioner. Prior to the April date, the league statistician shall issue a league file or publish a list of all players eligible for the draft. The draft will last 10 rounds or until every team has elected to pass. Any remaining roster spots can be filled by the team owner issuing a list or players to be signed to both yahoo groups and the commissioner. This is completed in the order of the draft for the first 24 hours after the AFL Draft is declared over. After 24 hours, players shall be selected on a first come, first serve basis. After one week, the computer will select players to fill roster spots open on any team.
Teams will make their selection via a process to be determined by the commissioner and all picks posted are considered final and can only be overturned or changed by the commissioner. All picks posted by the commissioner (for himself) cannot be changed and are final. In the case of a duplicate pick, (I.E. a team selects a player that has already been drafted) the team may make another selection and state that they made a duplicate selection. Teams may elect to pass and not select a player in a particular round/s. After a pass, a team may continue to draft later in the same round or the next scheduled round.
If an owner/team does not participate in the draft via the selected process, the team must forward, to the commissioner or draft supervisor, a list of the players they wish to draft, in the order they wish to draft them. If push comes to shove, any error made by your proxy in drafting for you will be the responsibility of the owner who requested the proxy. All posted picks are final unless it is a duplicate pick, in at which time an owner may reselect a player. The time-stamp on the draft-site will be the official word on who picked when.
At all times a team must have in its position 2 picks in the first six rounds, one of which needs to be a 1,2,3 round pick. They do not have to be their original picks and they can be mixed and matched as long as they follow the above.
Draft position:
Any ties for drafting position shall be determined in the following order:
1- Worst record head to head competition.
2- Worst road record
3- Larger point differential
4- Lotto selection (NY State Lotto)
Free agency:
After the draft, there will be a period of ‘keeper’ free agency. The lists will be taken in draft order once every day during the week(that means the draft order resets to the original order each day). The time-stamp that is on the email when it is sent will be the official time. Please keep your emails for a day or two so you can fwd them if there is a discrepancy between two teams. Teams can send in a list for ONE player a day(you may send a backup list as well in case your guy is already taken). You may also request ‘best rated’ at whatever position you are needing. Once the keeper FA is over there will be no more FA until the start of the regular season when injury pickups will be allowed. All free agents signed during the season as injury replacements will NOT be keepers and will be sent back to the draft pool at seasons end. Special dispensation may be required for teams with numerous roster spots to fill by allowing them to fill multiple spots with on request. This will be done towards the end of keeper free agency. Your best bet is to NOT send lists to the Yahoo league list as someone with a better draft position may see your guy and decide he wants him and snake him from you. Send the lists to the statistician. The statistician will send his list to the Commish so that it can be verified when he sent his request.
Playoffs:
Each year, at the conclusion of the regular season, a league champion shall be crowned after the league playoff process is complete. Each league will have 6 playoff teams...each division winner plus the next three best records will enter the playoffs as wild card teams. The two best records in each conference will receive first round byes. The tie breaker formula will be announce by the Commish before the start of the regular season. Currently, the procedures used in the real NFL are employed. Tie Breakers
Rosters and Players:
Players eligible for play within the AFL shall be players listed in the current version of the computer football simulation used by the league. The maximum roster size is 53 players. If at some time, after a player is initially drafted, eh is not listed on a roster within the game, he may be contained on the roster as an inactive player. Inactive players continue to be counted towards the maximum roster size of 53 players. You must be under the limit prior to the draft and stay under the limit at all times until the conclusion of the AFL Bowl.
To begin the season, each owner has total authority over his roster and how many players are listed at each position. The only restriction is that a team must have at least 3 quarterbacks on the roster unless one of the quarterbacks has a durability rating of five (5), then, he may carry only two. At no time, can a team have less than two (2) quarterbacks on their active roster.
All teams must carry either one player that hast at least 06 punt and kick returns or have at least one player with at least 06 punt returns and another player on the roster that has at least 06 kick returns. Fair catches are counted as a return and are added to the return figure. Each team will be required to have these return numbers covered by the end of the AFL Draft or face penalties. Stat packages are below and can assist a team with the above.
Adding touches to skill players;
Each team requesting a stat package at a certain position must be under the below TOTAL attempts number for that position. Each Stat package will cost a roster spot. A max of two stat packages can be added to one team. ALL STAT PACKAGE PLAYERS WILL HAVE THEIR REAL STATS ERASED AND REPLACED WITH THE PACKAGE(S)

Computer football game:
The current game used by the AFL is actionpc computer football which is the creation of DKSPORTS. If at any point in the future, the league determines that another game is better suited for the league, a vote will be conducted to determine which game the league will employ. Each league member, as a requirement of membership, will need to acquire the latest version of actionpc football and download and install any updates (patches). With each new version DKS will sometimes make new settings that can be toggled on\off for leagues. The Commissioner will decide which settings we will use as the need arises.
